WHEN DO YOU NEED A FIRE SAFETY CERTIFICATE?

…when changes involve fire safety works or change of use.

A Fire Safety Certificate, is commonly known and abbreviated as FSC. It is required for all premises when a person wishes to change the design and layout of fire compartments or spaces that affect means of escape, relocation of fire safety products.

In most cases, prior to commencement of renovation works, a Qualified Person (QP) will have to be engaged. The QP is typically engaged by the tenant, lessee or building owner to perform checks and make submission to FSSD to obtain Fire Safety Certificate. For some cases, building plan submission to SCDF is not required when works do not involve fire safety issues (ie. fire safety products) and change of use. However, this is contingent on whether the previous tenant or lessee has an existing enforceable Fire Safety Certificate for the premise. The existing layout and location of the fire safety products should not deviate from the approved FSSD plan of the premise.
